This zoning does allow for residential development of the property <br />however, the exchange agreement with the Colco Corporation vested those <br />~~ development rights with Colco Corporation and the balance of Springfield <br />Green. A major determinant of the future development potential for this <br />property is the manner of reclamation. <br />- The City has a concern with safety and loss control measures which have <br />not been addressed. How will the <br />mining activity affect up and downstream flows? Will downstream erosion <br />and depositing of siltatious materials increase? Are retention/detention <br />ponds for settling purposes proposed? <br />J61~-¢J ~'>7,NS <br />There are at least 2 underground coal mines on the subject property. <br />One of the mines goes under Alameda Parkway to the north. Subsidence <br />over the mines has occurred in the past and are evidenced just south of <br />Alameda Parkway on or near the subject property. The effect of surface <br />mining on the underground mines and, conversely, the effect of the under- <br />ground mines on the surface mining operation should be addressed. Of most <br />practical concern would be the effect of any potential subsidence on <br />Alameda Parkway. Of more long range concern would be the stabilization of <br />the underground mines following the active operation. <br />- Yearly reports of mining and reclamation activities shall be made to the <br />City about operationson City property. Report should include: map show- <br />J~~„~ ing areas affected by the years mining activity; map showing areas re- <br />~,~ claimed; reports of soil tests on reclaimed top soil; fertilizer appli- <br />~p cations; any problems that may affect City property; Weed Control Program. <br />~~o <br />~J <br />
