This zoning does allow for residential development of the property however, the exchange agreement with the Colco Corporation vested those ~~ development rights with Colco Corporation and the balance of Springfield Green. A major determinant of the future development potential for this property is the manner of reclamation. - The City has a concern with safety and loss control measures which have not been addressed. The impending development of the properties to the \P east and south will cause several conflicts; noise, public safety, buf- ~, fering, fencing, equipment safety, etc. The potential development of a park/athletic facility due east of the site compounds these problems. How will the mining activity affect up and downstream flows? Will downstream erosion and depositing of siltatious materials increase? Are retention/detention ponds for settling purposes proposed? J61~-¢J ~'>7,NS There are at least 2 underground coal mines on the subject property. One of the mines goes under Alameda Parkway to the north. Subsidence over the mines has occurred in the past and are evidenced just south of Alameda Parkway on or near the subject property. The effect of surface mining on the underground mines and, conversely, the effect of the under- ground mines on the surface mining operation should be addressed. Of most practical concern would be the effect of any potential subsidence on Alameda Parkway. Of more long range concern would be the stabilization of the underground mines following the active operation. - Yearly reports of mining and reclamation activities shall be made to the City about operationson City property. Report should include: map show- J~~„~ ing areas affected by the years mining activity; map showing areas re- ~,~ claimed; reports of soil tests on reclaimed top soil; fertilizer appli- ~p cations; any problems that may affect City property; Weed Control Program. ~~o ~J
