Walther <br />6ecwive D~reaor <br />Michael B Long <br />Division Dheclor <br />I have reviewed your responses to my preliminary adequacy review, the total of which appear to almost address the <br />requirements of the 110 application. I still have a couple questions, which I will list below. Your responses to <br />these items is required for application approval. All exhibits which appear to have been adequately addressed are <br />no[ commented upon in this letter. <br />ADEQUACY REVIEW <br />Exhibit D -Reclamation Plan <br />You have provided a seed tag showing the species to be used in the revegetation seed mix, and a separate comment <br />stating that you w-ill broadcast 20 pounds of seed per acre. Please expand further on this information by providing <br />the seeding rate for each species in pounds of pure live seed per acre. >n addition, please state the type (the three- <br />number formulation) of fertilizer to be applied, and the rate of mulch application in tons per acre. (Note: I have <br />already estimated the costs for these items using the most common rates. If your responses to these questions <br />varies dramatically from my assumed amounts, I will modify my cost estimates.) <br />Exhibit ] - Proof of Mailing Notices <br />Please provide the green cards for each of the certified letters sent to adjoining landowners, soil conservation <br />district and county commissioners. <br />Other Items <br />As stated in my last letter to you, this letter and attachment and your upcoming responses all need to be filed as <br />additional material at the clerk and recorder's office. Please provide proof of such additional filing. <br />The decision date for the application is set for 5/70/99. Ifthe necessary items are not received by this office prior to <br />the decision date, with enough time for me to review them and contact you if there are still questions, the <br />application may be denied. Please ensure that you send as complete a response to me as soon as possible. <br />RECLAMATION COST ESTIMATE <br />Also attached to this letter is a reclamation cost estimate packet, which represents the Division's estimate of the <br />costs of final reclamation. Assumptions made in this estimate were: stockpile removal does not add cost to the <br />total; all roads and the bridge are to remain; the pond berm requires no treatment weed control is not included at <br />this time, but may be added if necessary in the future; slope grading is needed on only one phase at a time; <br />
