In <br />his letter Mr. Shelton states that much of my problem with the MLRD, <br />that I communicated to you by earlier correspondence, was due to my <br />own unreponsivenese to the MLRD. I hold that this is NOT TRUE. Upon <br />learning of my bond increase problems by written inspection reports <br />sent through the mail, I made every effort to defend my position. <br />Direct evidence of this is my receipt of a bond increase of only $100 <br />rather than the $800 recommended by Mr. Shelton and his staff. I have <br />no arguments with the results, only with the reasonableness of the <br />regulations and their enforcement. <br />Attached is a letter that clarifies many relevant facts of this <br />issue. I hope you will take the time to read it, as I am learning <br />through personal contacts that these regulatory problems are not <br />unique to the mining industry but also prevail in the logging and <br />transportation businesses.
