The maps were not clear enough to show distances and elevations. The
height and width of stockpiled overburden and topsoil are not shown as well as any quantities to
insure proper amounts will be available to adequately reclaim this area. We all know that topsoil
management plans are very important to any mining plan. Their plan does not show any
distances from the actual mining face that their berms/stockpiles will be. The permit on file
shows 2:1 reclaimed slopes, which will be too steep to leave for proper slope stabilization and
allow livestock and wildlife ease in traversing them.
Another concern is their comment to not needing a wildlife study, as it is a "limited
impact permit." This permit is currently a safe haven for wildlife with its brush and protection it
affords them.
A narrative should accompany the mining and reclamation maps to ensure us that they
have some idea of what will happen as they operate through this permit. Depth of
topsoil/overburden needs to be included. Is there going to be any storm water discharged from
their site and how will they contain it and not allow it to enter the Highland Ditch? Have they
identified a fuel storage area? Also, water rights for dust control need to be addressed.
I hope that the Division will require a completed and legible application to be available
for public inspection.
Very truly yours,
JOE P. CONRADO
