After reviewing the <br />Construction Material Rules and Regulations, I could find no guidance as to how to <br />define "primary." Both uses are of equal importance in planning the reclamation, and <br />intended to support each other. Also, we were concerned that if both uses were not <br />identified, then potential opponents to the operation would challenge the reclamation <br />permit based on the fact that only one was identified as "primary."
