As
you know, EI Paso County has determined that a special use permit will be required for part or
all of the permit and amendment area. Due to the resignation of Gordon Morgan, President of
Castle Concrete, Bud Herskind, President of Transit Mix, has assumed Gordon's
responsibilities. Now that much of the switchover has been completed, Mr. Herskind has the
time to meet with the county to discuss the special use permit requirement for his pit.
Hopefully, a meeting can be held with the county during the week of August 21 and a decision
can be made as to whether Transit Mix will proceed with obtaining a special use permit or
withdraw the application.
In the event a special use permit is to be sought a request will be submitted to you to delay
further consideration of the amendment submitted to your office until the special use permit is
acquired. It is possible that the special use permit will require significant changes in our
submittal to you. There does not seem to be much point in your completing your review until
it is known how the special use permit will affect the amendment. If it appears that the
statutory time limits are to be exceeded by this delay, we will request a continuance. Until
such time as a decision is made regarding whether a special use permit is to be sought, I
suggest that you rsot spend time processing the amendment. If you require a formal request
letter to delay further consideration, that can be supplied, but I doubt the decision as to
whether a special use permit will be sought will take so long that various time lines will be
exceeded.
Thank you for your consideration and we aze sorry for this delay. We honestly felt that a
special use permit would not be requved for this amendment, but the county has decided
otherwise.
R7es~pectfully~
ii'/~ ~-C, J~/ ,
Mark A.
