Doc Date:12/1112001 <br />S/C ~ 3.2 <br />iii iiiiiiiiiiiu iii <br />sss <br />DRILLING S BLASTING PLAN <br />3.2.1 DRILLING AND BLASTING EQUIPMENT <br />Drilling of overburden is accomplished using relatively large self- <br />propelled drills. Presently in use are Bucyrus-Erie and Ingersoll Rand <br />track type drills. These drills are capable of drilling up to 7 3/8 inch <br />diameter holes to depths of 150 feet. These drills may also be used to <br />drill interburden material where the depth is great enough to give adequate <br />fracturing of the material. <br />Drilling of the interburden and coal is generally accomplished by the <br />use of a small Ingersoll Rand track type drill. This drill is capable of <br />drilling a 4 3/4 inch hole to depths of to 28 feet. It is generally used <br />where the material requires a greater degree of fragmentation and, <br />therefore, requires a closer pattern and smaller hole diameter. <br />Blasting support equipment consists mainly of mobile equipment, such as <br />trucks, used to transfer explosives from the magazine area to the blasting <br />site. <br />3.2.2 BLASTING PRACTICES <br />An inventory of all structures within 1/2 mile of the permit boundary <br />has been made and is shown in Exhibit 3.2-1. No blasting will be conducted <br />within 1,000 feet of any building used as a dwelling, school, church, <br />hospital or nursing facility unless prior written consent has been obtained. <br />This 1,000 foot zone is depicted by the circles surrounding the structures <br />on Exhibit 3.2-1. Blasting will be conducted during daylight hours during <br />the permit term. Peak particle velocity will be kept below 1.0 inches per <br />second at the location of all structures in Exhibit 3.2-1. <br />Blasting records will be kept for all blasting conducted within permit <br />boundaries. If blasting is conducted at other than scheduled timed. this <br />record and an explanation will be submitted to the Regulatory Authority upon <br />request. A typical blasting record is shown in Exhibit 3.2 ~. <br />A notification of blasting will be published and distributed by mail at <br />least yearly, as per the Colorado Surface Coal Mining and Reclamation Act. <br />3.2-1 <br />March 28, 1988 <br />
