It appears that following meetings with the Colorado Division of <br />Minerals and Geology (DMG) and the Colorado Water Quality Control Division (WQCD) the only way that Colowyo <br />can be assured that it can wntinue to qualify For the Alternate Limitations included in CDPS No. COG-850017 for <br />discharges associated with inflow from precipitation or snowmelt will be to redesign most of the ponds as treatment <br />ponds. <br />We plan to use SEDCAD to model the pond outflows. For the ponds that have existing SEDCAD inflow <br />models (East Taylor, West Pit, Section 16, and Prospect), we plan to only prepaze new models for the outflows under <br />a treatment scenario. For the remaining ponds (Streeter, Gulch A, Gossazd Loop and Gossazd), we will develop <br />SEDCAD inflow and outflow models as treatment ponds. We currently plan to continue the Work Area and the Stoker <br />ponds as contain ponds, and a plan of operation will be developed. <br />We will prepare a Technical Revision to Permit No. CO-81-019 to submit the revised designs. We do not <br />intend that this revision start from ground zero, since all of these ponds are already constructed, and most have many <br />years of historic use and compliance. This effort is primarily to simplify regulatory compliance and clarify with DMG <br />and WQCD the operation of Colowyo's sedimentation ponds. <br />Our goal is to have the Technical Revision submitted and approved by September, so that we can complete any <br />required on-ihegound modiScations by the end of the 1996 field season. After we have completed the discharge model <br />for one of the ponds, we will meet with the DMG to review the model prior to modeling the remaining ponds. <br />Sincerely, <br />/~J ~/7- <br />R.
