Banta,
Division Diregor
r~
Gravel Oper.atj-on
At 4:30 pm on Wednesday, July 3rd, I received a telephone Ca11,.~rgmcHr.•Fred
Pearce, superintendent of the Florisant Water & Sanitai:4on Distriist.(18100
Teller One; Florisant, CO). Mr. Pearce [(h) 719-687-9662,.,bo) 7k9-.7.48=3.565]
alleges that the Clare Corporation's (Messrs. Gene & Harold Clare) gravel
dredging operation (Permit No. M-89-044) is allowing dteSEl fuel and .oil to
pollute the ground water at their pit. Mr. Pearce reports that xight.or .ten
wells i~ the town are detecting odor and taste of petroleum hydrocarbons. .He
reports test results of as high as 6 ppm. The first cor~lpTai{~t ras;xecPi,rsed
2 1/2 weeks ago. He has not personally witnessed dumpi`gg.tior:~pilldge, nor has
anyone else, to his knowledge. However, he reports observipg:52.,galion drums
scattered at the site and floating in the dredge pond, and dark "spill spots"
on the ground. He commented that he would take a sheriff's deputy--to the site
to photographically document the current situation. Mr. Pearce said-"that 1f
we could not reach him, we should telephone the chairman.. of $he,Distrtct's
Board, Mrs. Betty McGilvey C<o) 719-748-3372].
~N
I then "telephoned Mr. €~ank Soldano, of the Colorado Springs office of the
Colorado Dept. of Health C719-545-4650], with whom Mr. Pearce said he_had
discussed the situation. Frank Soldano has assigned the case to his fellow
engineer, Mr. Dave Knode. Frank commented that this situation has.been.a
controversy for the past several years with the locals objecting to the
development of the pit. He is aware of the MOU with us. HS bel;i~res 1t
appropriate to conduct a joint inspection of the site early next week.- Dave
Knode observed the site a year ago and reported it appeared to be "s,loppily"
operated. However, Frank was concerned that several of Mr..Pearce's
descripi:ions of various polluted springs and their topographic relation;hip.to
the pit did not make sense...
I •to.l:d-troth Fred Pearce and Frank Soldano that we woul-d formuYate.a..pla~n_on
Friday etnd telephone them. Neither indicated that they thought the situation
'to warratnt an immediate emergency response.
cc: Dari Hernd»dez
Jirti Stevens/
Doc. No: 6840E
