Cottony <br />RE: 2006 1s` - 4`" Gluarter Report Review, Southfield Mine, Permit No. C-81-014 oivlsion Director <br />Natural Resource Trustee <br />Dear Mr. Patterson: <br />The Division of Reclamation, Mining, and Safety has completed review of the quarterly reporting <br />submitted for the sediment ponds, discharge monitoring reports, and waste pile for 2006 at the <br />Southfield Mine, #C-81-014. Please consider our comments and make any necessary changes <br />or adjustments in future reporting to the Division. <br />Discharge Monitoring Reports (DMR) -The DMR's submitted and reviewed reflects observations <br />consistent with Division monthly inspections. No discharge from any of the four sediment ponds <br />was recorded and/or sampled. <br />Sediment Ponds Insoections- For each quarter, the inspection reports demonstrate compliance <br />with Rule 4.05.9(17) for impoundments, which requires quarterly inspection of each <br />impoundment by a qualified professional specialist under the direction of a registered <br />professional engineer. Two sediment ponds are located at the reclaimed main facility site and <br />two ponds are located at the reclaimed loadout. Each report is certified by a registered <br />engineer, although it is not required. Observations are consistent with field observations noted <br />during Division inspections periodically throughout the year. Noted are inaccurate pond <br />identifications at the lo;adout area under the heading General Description or Reference to Site <br />Plan. Pond L2 is at the west end of the west side of the county road and pond L1 is at the east <br />end of the east side of the county road. Please correct this reference in future reports. <br />The second quarter 2006 certified pond inspections also demonstrate compliance with Rules <br />4.05.9(14) and (15). Depth and elevation of any impounded water and the existing storage <br />capacity for both sedirrlent and water were documented in the 2"d quarter reports. Please add <br />to the heading the correct Rule citation, 4.05.9(14), in addition to 4.05.9(15). <br />Waste Pile Insoectiona: -The four reports submitted and reviewed meet the requirements under <br />Rules 4.09.1(11) and 4.10.2(2). <br />We have no further questions or comments at this time.
