iii iiiiiiiuiiiiii <br />• S~L 2.01 PERMITS - GENERAL REQUIREMENTS Doc Date:1y1112001 <br />2.01.1 SCOPE <br />This section establishes the minimum general requirements for permits <br />required for surface coal mining and reclamation operations within the <br />Colorado regulatory framework. The objectives of this section are to <br />ensure that all operators make timely application for permits, and that <br />all surface coal mining and reclamation operations are conducted only <br />under permits issued in accordance with requirements of the Colorado <br />Surface Coal Mining Reclamation Act and regulations promulgated <br />thereunder. <br />2.01.2 GENERAL REQUIREMENTS FOR EXISTING OPERATIONS <br />The information contained within this application is designed to effect <br />compliance with Regulations of the approved Colorado program. Therefore, <br />the format of this application has been developed to follow Regulations <br />of the Colorado Mined Land Reclamation Board far Coal Mining. As <br />required, EFCI has filed this application with the CMLRD to comply with <br />applicable provisions of Rules 2, 3, and 4. <br />2.01.3 GENERAL REQUIREMENTS FOR PERMITS FOR ALL SURFACE COAL MINING AND <br />RECLAMATION OPERATIONS <br />Coal mining operations began at the Southfield Mine (previously Dorchester <br />No. 1) during 1918 under provisions of the 1976 Colorado Mined Land <br />Reclamation Act. The mine operated from 1978 through March, 1985 under <br />state mining and reclamation permits approved by the CMLRD under <br />regulations and laws in effect at the time. <br />In 1981, Dorchester filed new permit applications, to bring the mine into <br />compliance with both the Surface Mining Control and Reclamation Act of <br />1977 and the 1919 Colorado Mined Land Reclamation Act. The permit was <br />approved on July 30, 1984 and assigned Permit No. C-014-81. EFCI <br />• subsequently purchased the mine and continued operations under the <br />existing approved permit. <br />2.01-1 <br />
