<br />Dear Ms. Radabaugh:
<br />Your letter dated November 16, 2006, requesting renewal of the above referenced substitute
<br />water supply plan to cover depletions caused by an existing gravel mining operation has been
<br />reviewed. The required fee of $257 for the renewal of this substitute water supply plan has been
<br />submitted. The original plan was approved on August 7, 2003 and it was most recently approved in
<br />a letter dated July 13, 2005.
<br />During. 2007 and 2008, there will be evaporative losses from mined cells, a dewatering
<br />trench, settling ponds, and wash ponds. Operational losses will include water retained in aggregate
<br />removed from the site, water used in concrete batching, and water used for dust suppression. The
<br />anticipated annual net depletion for this plan is 73.02 acre-feet for 2007 and 85.06 acre-feet for
<br />2008. Furthermore, according to the monthly breakdowns provided, the 2007 depletions are
<br />estimated as 48.59 acre-feet of evaporation from 19.28 acres of water surface exposed after
<br />December 31, 1980, 7.36 acre-feet of water lost with the mined product (250,000 tons), 3.25 acre-
<br />feet used for dust suppression, and 13.82 acre-feet used in concrete batching (150,000 cubic
<br />yards). The 2008 depletions are estimated as 60.63 acre-feet of evaporation from 24.08 acres of
<br />water surface exposed after December 31, 1980, 7.36 acre-feet of water lostwith the mined product
<br />(250,000 tons), 3.25 acre-feet used for dust suppression, and 13.82 acre-feet used in concrete
<br />batching {150,000 cubic yards). The evaporation calculations were based on the entire exposed
<br />surface area in the event that the dewatering ceased. As in the previous approval no credit is being
<br />claimed for the stock ponds on the property that were in existence within the reclamation permit
<br />boundary prior to January 1, 1981.
<br />The IDS AWAS stream depletion model was used to determine the lagged depletions to the
<br />Big Thompson River. The following parameters were used in the model: transmissivity (T) = 50,000
<br />gallons per day per foot, specific yield (SY) = 0.2, the distance from the Big Thompson River to the
