Box 773749 <br />Steamboat Springs Co. 80477 <br />Re: Special use perntit for Catnilletti Milner Gravel Pit <br />Deaz John: <br />This letter is Yampa Valley Electric Association's coatme~ on the proposed Carnilletti Milner Gravel <br />Pit. As you are aware per our recent discussions, YVEA hag several areas of concern regarding this <br />project. The major area of concern is the preservation of the structtttal itttegity of the r*A~~++~Qaioa~lifie <br />crossing the project. 'This *~+~+++Qaion line is a main power supply to many areag of Routt County, and <br />the continued ability to access maintain' and repair this line is also of concern. Y VEA is not opposed to <br />this gravel pit, only concerned as to the impact this mining operation will have upon our facility. <br />YVEA has had many discussions with the owners representative for this project, Mr. Kent Crofts, in an <br />attempt to settle easement and relocation issues. Mr. Crofts first approached YVEA on February 1, 2000 <br />looking irito the feasibility of mining under the line and around each pole. This proposal was <br />unacceptable because YVEA would lose the ability to access maintain, and repair the line. Further <br />discussions ensued regarding the possibility of relocating the transmission line to the most southern <br />boundary of the project adjacent to the gas pipeline. This area was specifically selected by Mr. Crofts, <br />and shown on earlier mine site pleas as the preferred area for line relocation. <br />Per the applicant's tegttest, YVEA contracted Electrical Systems Coosultaats Inc. to conduct an <br />engineering study and estimate of cosh to relocate the transmission line. The results of that study were <br />presented to Mr. CmRs on March 13m, 2000. The gravel pit project submittal narrative states, "Tn the <br />absence of this i~rmation, the applicant eau not commit with absohrte certainty that the transmission <br />line will be relocated." 'The regultg of the engineering study have been available to the applicant since <br />March, 2000. Please tmderstand that YVEA is not retfiriring the applicant to relocate this line. We are <br />requesting that a decision regarding firttue relocation be made and the applicant be bound by the temu of <br />the development permit to act upon that decision. <br />Our suggestion for a solution to this matter is as follows: If the applicant chooses to relocate the line, <br />show this area on the site plan, and leave it in an tmdisttubed condition sufficient for relocation. As a <br />condition of approval, bind the applicant to relocate the line to this area by a predeterrrtined date <br />acceptable to both patties.
