CO 80202 <br />(303) 595-0030 <br />MINED LAND RECLAMATION DIVISION <br />1313 Sherman Street, Room 215 <br />Denver, CO 80203 <br />Attn: Mr. Jim Stevens: <br />Dear Mr. Stevens: <br />(1) In accordaneece with No. 1.14 of your instructional form, Page 26, <br />entitled "Process for Determining Necessity for a Reclamation Permit"> <br />we hereby request that you present the following to the Board at its <br />next week's meeting, requesting a "Declaration Order" that no permit <br />is needed for the following project, and for the following reasons: - <br />(2) Legal description and location of the property is shown by the accom- <br />panying letter and plot layout from the owner, the Butala Construction <br />Company. The land was conveyed to this Company years ago by the <br />Baker and Holiday Land Company, and it covers a portion of the prop- <br />erty once owned by a large Salida smelting company. <br />(3) The intent of our project is to recover the Gold and any other signi- <br />ficant precious metals from the approximately ONE PIILLION tons of <br />smelter slag which was dumped along a ';-mile-long bank just west of <br />the Butala Company's gravel operation. The smelter itself was located <br />East of such location and of the gravel operation, but it was removed <br />years ago. <br />No excavations will be made since this slag is all dumped on the <br />surface. The recovery-of-metals procedure will consist simply of <br />crushing the material to workable size and recovering the metals by <br />a water-gravity procedure such as is done on a shaker table, except that <br />we will use a spiral concentrator instead of the table. <br />We had previously decided to use a process necessitating chemicals, <br />but with our present process, no chemicals will be used nor necessary. <br />And when we had thought of using chemicals, a toxicity test was run <br />for us on the tailings by the Grand Junction Laboratories, which test <br />met the EP Toxicity limits in existence even at that time. Copy of <br />this test is attached. <br />To run this One Million tons of material will take probably 3-4 years. <br />The quantity of the used material will be approximately the same as <br />the original material; however, it will be ground down to recoverable <br />size. Such material will be the same as the original material, minus <br />only the precious metals. <br />
