Mc Cal 1, as Director of the Mined Land Reclamation Act, <br />has threatened that all counties in Colorado not in compliance <br />with his Board's regulations will receive cease and desist or- <br />ders March 1, 1978. <br />This Act has caused us more than a little consternation, <br />but in appreciation for your intervention administratively, on <br />behalf of the counties, Montrose County has tried to comply with <br />the regulations as you set them up. We have met with continual <br />rejections, requests for further information, applications re- <br />turned to be rewritten, etc., etc. Coupled with this, we un- <br />fortunately lost our County Engineer in November.
