Through the dissemination of information <br />and education, INFORM helps organize residents in local communities most threatened <br />by these practices to protect water quality, quality of life, and the local economy. <br />Designated Mining Operation (DMO): <br />We would like to offer our support for DMO designation of the Whirlwind Mine and the <br />resulting heightened regulatory scrutiny required for DMO mining operations. The <br />documentation in the record should leave no doubt that the Whirlwind Mine be regulated <br />as a DMO. <br />7.1.3 Compliance Requirements <br />(1) The submission of an Environmental Protection Plan in conformance with <br />Rule 6 and this Rule 7, does not relieve anOperator/Applicant of compliance with <br />any other applicable Rule of the Boazd. <br />(2) In addition to submitting the Reclamation Plan required by Section 116 of the <br />Act (Section 34-32-116, C.R.S. 1984, as amended) in compliance with Rule 6, all <br />Designated Mining Operations, as determined pursuant to this Rule 7, shall <br />
