iiiiiiiiiiiiiiiiiii <br />899 <br />EXHIBIT D <br />DESCRIPTION OF PROPOSED ACTION <br />Colony Development Operation proposes to construct, on the Dow <br />West property (Figure C-1), the following: <br />- An underground oil shale mine capable of producing 66,000 <br />tons per day of raw oil shale for a.20-year period, and a <br />mine bench with primary crushing facilities. <br />- A shale oil plant consisting of retorting and upgrading .facili- <br />ties which are capable of producing 47,000 bbl/day of low <br />sulfur fuel oil, 4,330 bbl/day of liquified petroleum gas.. <br />(LPG), 135 tons/day of ammonia, 173 long tons/day of sulfur; <br />and 800 short, tons/day of coke, for a 20-year period. These <br />quantities are approximate and may be changed during the final <br />process design phase. <br />- A disposal area in Davis Gulch to hold processed shale and <br />other non-marketable materials from the plant and mine. <br />- Two reservoirs, one each in the Davis Gulch and Middle Fork <br />drainages. The Davis Gulch Dam will be a catchment dam located <br />below the processed shale pile. The Middle Fork Dam will b~ <br />a flood control and water storage reservoir located upstream <br />from the mine bench. <br />Additional actions proposed by the applicant, but which may not <br />be .entirely on the Dow West property, include: <br />- Development of a 15-mile-long service corridor in Parachute <br />Creek valley from the plant site to associated facilities <br />D-1 <br /> <br />
