Hall, Division of Water Resources -~~~
SUBJECT; United Companies, Virginia Acres Pit, File No. M-90-021
NE1/4 NW1/4 Sec. 20, T1N, R1 E, UTE PM
We have the following comments on the above referenced application to mine
gravel i~rom a 17.7 acre site in Mesa County.
The applicant did not provide an estimate of water required to support the
operation, but does state that during dewatering 0.3 mgd will be discharged
and that excavation will proceed to 8 to 10 feet below the ground water
level. The exact size of the resulting pond was not stated. Water for the
operation is to be supplied from water rights owned by United Companies in the
Grand Valley Irrigation System in Grand Junction. Before any water that is
not decreed for commercial or mining use can be used in this operation, the
applicant must obtain a Water Court decree for the change in use or a
substitute supply plan approved by the Stata Engineer.
The applicant indicates that ground water will be encountered and exposed in
this operation. No well permit has been obtained from this office for the
ground water lake as per Section 37-90-137 (11) (a) (I), C.R.S. (1973)(1989
Supp.). The applicant may not mine to an elevation that will encounter and
expose ground water until the well permit has been obtained. Since the
operation is in an area that is not considered to be over-appropriated, a well
permit may be available. An application will be reviewed upon submittal.
The application does not state whether or not any wells may be affected by the
dewateri~ng operation. We recommend that a plan for monitoring drawdown caused
by this operation be implemented, and a mitigation plan be developed to
address remedial procedures if any wells will be effected.
JRH/JTS: t.l f/9866I
cc: Orlyn Bell, Division Engineer
