Well Abandonment on BLM Property
Deaz Mr. Austin,
On 11 December 2001 the Division received a letter from the Bureau of Land
Management (BLM), addressed to Kerr Coal Company (KCC), regarding the
abandonment of water wells that are currently on BLM owned lands. In regazds to the
aforementioned letter the Division is adding the following stipulation to the Marr Mine
permit.
Stipulation 23:
THE OPERATOR IS REQUII2ED TO SUBMIT A PLAN FOR THE
ABANDONMENT OF ALL WELLS LOCATED ON BLM PROPERTY NO
LATER THAN 25 JANUARY 2002. THIS PLAN NEEDS TO ADDRESS THE
PROPER ABANDOMENT AND SEALING OF ALL WELLS AND A
TIMETABLE SO THAT ALL WELLS ARE ABANDONED AND RECLAIMED
BY 31 MAY 2002.
The Division has asked that KCC submit their plan one-week prior to BLM's deadline so
that it can be reviewed to make sure the plan complies with Rule 4.07 -Sealing of
Drilled Holes and Underground Openings.
The Division agrees with the timeframe set forth by BLM and has discussed this issue
with KCC and Montgomery Watson Harza (MWH, the consultant for KCC). It is the
Division's understanding that KCC is working on an abandonment plan and will have the
plan submitted to BLM on or before the 1 February 2002 deadline.
