Long <br />Division Director <br />Listed below are adequacy review comments on the above-captioned Regular 112 Application. <br />The decision date for your application is scheduled for June l 1, 2001. Therefore, I would <br />appreciate a response from you on or before May 18, 2001. Any public comments that we <br />receive on your application during the interim will be forwarded to you. Please be advised that <br />your application may be deemed inadequate and may be denied on June 11, 2001 unless the <br />following adequacy review items are addressed to the satisfaction of the Division. <br />6.4.4 EXHIBIT D - Minine Plan <br />1. The mine plan map shows that all of Areas 1 & 2 and part of Area 6 occur within the 100-year <br />floodplain of St. Vrain Creek. In conformance with Rule 6.4.4(c), the Division requests that the <br />applicant assess what level of flood protection is provided by the existing contours at the <br />Fredstrom Property, ie: would the site be inundated during a 2-yeaz, 5-year, 10-year, 25-year, 50- <br />year flood event in St. Vrain Creek. What is the peak flow velocity expected during such a <br />flooding event and what specific mitigation measures will the applicant employ to maintain the <br />stability of disturbed (pit) slopes and on-site structures such as conveyor supports during such a <br />peak flow velocity? Will the applicant install any flood control structures prior to or during <br />mining or reclamation to protect mined reclaimed areas and to help dissipate flood waters in a <br />controlled manner? Please address. <br />2. The applicant states on page 23 that the mining plan includes a tree preservation plan and <br />preservation area to ensure quality habitat is protected including the cottonwood grove and <br />wetland-filled meander scars north of the creek. The applicant also states on page 15 that <br />Aggregate will preserve the majority of the existing riparian area and monitor the condition of <br />the trees to be preserved. If they appeared stressed by dewatering activity, supplemental <br />irrigation water or groundwater pumped from the pits will be applied. The Divisions appreciates <br />
