DMG has reviewed the plans
submitted under TR-05 and has identified the following adequacy concerns.
HYDROLOGIC MONITORING PLAN - The hydrologic monitoring plan, submitted under TR-
05, includes 6 surface water monitoring locations and 9 groundwater monitoring
locations. Monitoring locations were depicted on Figure 1 .
Hydrologic monitoring plan, submitted under TR-05, proposes to monitor surface and
ground water sites on quarterly basis for the first year and semi-annually thereafter. DMG
12/7/95 memo from Harry Posey, recommended monthly sampling for the first year and
quarterly sampling thereafter. DMG recommended monthly sampling for the first year to
identify the tailings contaminants and to characterize seasonal variations. DMG is
concerned that quarterly sampling for the first year may not provide sufficient hydrologic
data, especially during pre-law tailings relocation activities. Please respond.
The proposed surface water monitoring plan does not specify that the southern most
(downstream) surface sample location will include all contributions from the pre-law old
tailing pond. Reclamation Plan includes relocation of the pre-law old tailings. Please
clarify whether location of downstream surface sample site is downstream of location
where all surface drainage from the old tailings pond joins Animas River flow.
The proposed surface water monitoring plan does not identify possible contributions from
the Independence Mine. Location of Independence Mine is shown on the attached copy
of USGS 7.5' Howardsville Quadrangle. If contributions from the Independence Mine join
Animas River flow upstream of the southern most surface water sample location, its
contribution should be sampled and submitted with flow data necessary to characterize
