Shelton <br />Director <br />TO: Rich Dorm ngue `~ ~~, (~~n``'~~--- <br />FROAf: Jim Pendleton ~ z'~ "'- <br />RE: Visitation o the lue Ribbon h7ine Site <br />Dave Shelton and I visited the Blue Ribbon mine site on Tuesday, April 13, 1982. <br />We met with Marv Adams of western Associates, Inc. and xen Meyers of Rocky <br />Mountain Geotechnical, Inc. We examined the portal bench and highwall land- <br />slide and rockfall areas. Ravinq closely examined the site, I am now more <br />receptive to the company's contention that the major cause of Iandsliding of <br />the portal bench is surface water infiltration. Drainage of the mine bench <br />is next to non-existent, causing water to impound and infiltrate in numerous <br />locations. In addition, both sewer and water supply lines appear to have <br />ruptured either slightly before or following the original Landslide movement. <br />Both of these situations undoubtedly contributed additional water to the already <br />saturated bench materials. I recommend that we proceed as follows: <br />1) Require Blue Ribbon Coal Company to complete an appropriate surface drainage <br />redesign of the portal bench area. <br />2) Following approval of that design, require installation of the appropriate <br />facilities and regrading of the bench as soon as possible. Obviously, the company <br />will have to work around the Large existing coal stockpile now in place on the <br />portal bench. <br />3) Require the company to cease stockpiling coal immediately adjacent to the <br />portal bench lip, Coal should be removed from those areas currently threatened <br />by the slide, and should not be placed closer than ,l0 feet to the bench lip. <br />9) The company should redesign the sewer and water lines serving the portal <br />bench. We discouraged the reinstallation of lines outside the currently disturbed <br />area below surface. [/e suggested that the company investigate the installation <br />of sewer and water lines above ground in insuldted jackets. <br />[9e also examined the area disturbed by Blue Ribbon Coal Company last fall, to <br />the south of the existing portal area. The company received a Notice of <br />Violation for bulldozing an old access road to an abandoned fan portal. A <br />large portion of the affected slope is nova actively Iandsliding. Head scarps <br />were obvious up to 200 feet above the original road cut. I recommend that we <br />require that this area be included within the indicated disturbed areas in <br />the permit.
