Simpan, P.E. <br />State Engineer <br />This letter is in response to the application submitted in May 2005 requesting a substitute <br />water supply plan (SWSP) for a sand and gravel pit to be operated by Lafarge West, Inc. <br />("Applicant") in accordance with Section §37-90-137(11), C.R.S. The Applicant shall be <br />responsible for compliance with this plan, but the State Engineer's Office may also pursue the <br />landowner for eventual compliance. The required fee of $1,343 for the substitute water supply <br />plan has been paid. <br />The proposed plan anticipates a total annual net depletion of 25.67 acre-feet for up to <br />12.7 acres of ground water exposed in two dewatered pits, 1.5 acres of settling ponds and wash <br />ponds and 0.3 acres for a dewatering trench around the perimeter of the pit, for a total of 14.5 <br />acres of groundwater exposed. No groundwater was exposed within the permit boundary prior to <br />January 1, 1981. <br />You have provided a monthly breakdown (Table 5, attached) of the total annual <br />depletions at this site including 25.67 acre-feet of evaporative loss, 7.36 acre-feet of water lost <br />with mined product (250,000 tons), and 4.50 acre-feet for dust suppression. Lagged stream <br />depletions accruing to the Colorado River total 37.53 acre-feet/year (see attached tables 1 <br />through 4). Phreatophyte credit of 26.74 acre-feet has been applied to this plan (see attached <br />tables titled Cottonwood Net irrigation Requirement, Sacaton Net Imgation Requirement and <br />Total Net Irrigation Requirement). <br />However, because this portion of the Colorado River is only considered over- <br />appropriated during the last two weeks of April, the first week of May, and the last two weeks of <br />June through the end of October, the depletions that must be replaced total 13.65 acre-feeUyear. <br />These estimates are based upon ground water evaporation, water in mined product, material <br />washing, and dust control. No groundwater will be used for reclamation, concrete hatching or <br />any other purpose. Credit from 7.7 acres of phreatophytes within the area of the two unlined pits <br />is claimed to reduce the replacement requirement. <br />
