M-96-089 <br />Attached is the preliminary cost estimate for the final reclamation for your new 112 permit <br />application. Figures were based on your mining and reclamation plans, maps, etc. The assumptions <br />and amounts for these calculations are noted throughout the packet. I have also attached the notes <br />I used for preparing these print outs. <br />In brief, I assumed that out of all the disturbance at any time during the life of this mine, there would <br />be about two acres of unreclaimed slopes in the actively mined portion of the pit. These would not <br />require further sloping, since you have committed to maintaining the slopes during mining at 4:1. <br />They would need to be topsoiled and revegetated only. The other disturbed areas consist of about <br />three acres of land disturbed by staging and stockpiling (your figures) plus up to one acre disturbed <br />by the access road (my calculationl. These four acres would require ripping, topsoiling and <br />revegetation. It seemed safe to assume that there would be a small amount of unremoved pitrun <br />material near the toe of the active highwall, which would require smoothing down, prior to topsoil <br />replacement. <br />There is an assumption of a 25% failure on the overall revegetation, which requires a second seeding. <br />There is no figure for gate removal, fence repair, removal or replacement. That will not be included <br />unless your BLM agreement states that it will be required. <br />The equipment I used was a DSN with a universal blade and a ripper for all the earthwork. I used a <br />small farm tractor for the seedbed prep, fertilizing, seed drilling, mulch spreading and crimping. These <br />were mobilized from Alamosa. <br />Please look the packet over, and contact me with any questions. If the figures look good to you, we <br />will set the bond amount there. <br />I also attached a couple pages, for your information, consisting of comments from the Army Corps <br />of Engineers and the State Engineer.
