Edwin Hogle
Director-Groundwater Program
US Environmental Protection Agency
999 18s' Street, Suite 500
Denver CO 80202-2466
Dear Sirs:
Surface and ground water have been monitored since January 2000 at the Rock School
Lease following the protocol specified in Table 1 a of our approved November 1999
`Surface and Groundwater Monitoring Plan.' With the June 2001 sampling period, a
total of 18 months' {six successive calendar quarters) of data have been collected. You
have been sent reports of the sampling results through February 2001 (five successive
calendar quarters.) Subsequent monthly data reports will be sent to you as soon as they
are completed.
Sufficient data have been collected to adequately characterize baseline conditions for
surface and ground water at the Rock School Lease. Based on your comments during
the sampling and reporting period, we assume you also feel the data adequately
characterize baseline conditions. We therefore are halting the baseline sampling with the
June 2001 sampling period. Operational surface and ground water monitoring will be
started one month prior to plant start-up. This monitoring will follow the approved
protocol specified in Table lb of the above referenced monitoring plan.
