Simpson, P.E. <br />State Engineer <br />We have reviewed your January 25, 2005 letter requesting renewal of the substitute water <br />supply plan in accordance with Senate Bi1189-120 for a sand and gravel pit previously operated by <br />Western Mobile Southern (WMS}, a subsidiary of Lafarge Corporation, now operated by Fremont <br />Paving & Redi-Mix, Inc. The required renewal fee of $217.00 has been paid. The applicants shall <br />be responsible for compliance with this plan, but the State Engineer's Office may also pursue the <br />landowner for eventual compliance. <br />PLAN OPERATION <br />This pit did not exist, and no ground water was exposed, prior fo January 1, 1981. This <br />plan proposes to replace depletions to the Arkansas River that result from dry mining aggregate. <br />There will not be a wash water pond or concrete batch plant. <br />DEPLETIONS <br />Previous approvals were for dry mining, with the only water exposure consisting of <br />dewatering trenches (0.3 acres), a collection area (0.1 acres), and a return trench (0.1 acres). <br />This 0.5 acres of exposed ground water will result in 1.77 acre-feet of evaporative loss (See Table <br />1). A total of 9.84 acre-feet of water is expected to be consumed by 270,000 tons of aggregate <br />mining (7.95 acre-feet) and approximately 1.89 acre-feet used for dust suppression (See Table 2}. <br />Total operations with evaporation will result in 11.6 acre-feet of consumptive use. Well permit no. <br />054064-F (ID 1406561 }was obtained for this pif. <br />Your stream depletion analysis is also attached (See Table 3) providing a monthly <br />distribution of the steam depletion, You have calculated total stream depletions to be 9.85 acre- <br />feetfor the April 1, 2005 through March 31, 2006-plan year. Post plan year depletions are <br />projected to be 3.24 acre-feet. <br />
