Edwards: 303-452-6611 Dear Ms. Edwards: This letter is in response to your application of March 8, 2007 requesting a substitute water supply plan ("SWSP") for a sand and gravel pit owned by Park County Road and Bridge Department ("Park County" or "Applicant") in accordance with C.R.S. § 37-90-137(11). The required fee of $1,593 for the SWSP has been paid. This SWSP describes the proposed water uses at the historically mined Ansley Flat Pit during the next two years of this operation. The proposed SWSP anticipates an annual net depletion of 1.95 acre-feet for a maximum of 0.80 acres of exposed groundwater surface during the approval period. Depletions from the mining of this existing operation will accrue to the Middle Fork of the South Platte River. You have provided a monthly breakdown of the annual depletions, which total 1.45 acre- feet of evaporative loss from a maximum of 0.80 acres of groundwater exposed after January 1, 1981 and 0.5 acre-feet of water used for dust control. No dewatering is provided or sought under this SWSP. This site is currently being dry mined, thus no increase in the amount of exposed ground water is projected for the term of this SWSP. The final reclamation plan for this site proposes to backfill the ground water pond to eliminate the long term augmentation requirement. Computation of evaporation under this SWSP was reduced during the ice cover period. You have assumed the ice cover period to extend from November through March; however, for the purpose of this plan, the Applicant shall replace the net evaporation depletions from the exposed ground water surface area that may occur during the assumed ice cover period (November through March) for any time that the pit is not completely covered by ice. Computation of the net evaporation during any time that the pit is not completely covered by ice shall be determined as the pro-rata amount of the monthly gross evaporation rate distribution amount identified in the State Engineer's Genera/ Guidelines for Substitute Supply Plans for Sand and Gravel Pits, subtracting the pro-rata amount of the effective precipitation for that period.
