• ~II ~I~~II~I~~~~~~I~
sss
September 20, 1988
Deer Trail, Colorado
Colorado Department of Matural Resources
Mined Land Reclamation Board
Room 215
Denver, Colorado 80203
Attn:Dan Hernandez
Dear Mr. Hernandez,

'_~~}!7~~ it t• i:~~._!J
F P 3 0 1988
tvlltv~n LAtvu
tiitCLAMAI lOr! L?lViS~C~iV
This letter concerns an application for a Mining and Reclamation
permit in Arapahoe County, located at or near Sec. 29; Township 5 S;
Range 60 W; 6th P.M. This application has been filed, and a permit may be
allowed by the Colo. Mined Land Reclamation Board under the Colo. Mined
Land Reclamation Act for a gravel mining operation.
This location was formerly a solid waste landfill which was closed
for violations. In this landfill, large amounts of oil brine wastes were
dumped, several loads of uranium mine sludge, and other wastes which were
not properly manifested because of unsupervised and illegal dumping. In
view of this history of the site, it is a possibility that future mined
gravel could be contaminated.
Hefore the Mined Land Reclamation Hoard allows a permit for this
gravel operation, there is concern that a precautionary evaluation is
needed:
1. The Colo. Dept. of Health needs to take samples of the soils in
the existing gravel mine, and samples in the area of the adjacent
newly proposed mine for the purpose of analyzing the soils for
contaminants.
2. A qualified engineer and soil conservation expert need to determine
if the excavating, which would be necessary £or a gravel mining
operation, would release any existing contaminants allowing them to
wash dot,m the hillside during heavy rainstorms or snow run-off
causing a threat to wild life and the lower elevated lands in the
East Bijou basin located directly below the site.
3. The Colo. Health Dept. needs to take samples from the existing
monitoring wells on the site, which were designed for the solid waste
landfill, and analyze them for an updated report.
If you should allow a permit, it seems that it would be necessary to
periodically check soil samples for contamination, since continuous excavating,
causing great surface change, is required for such a mining operation.
Sincerely)
-~zg„~fl~l7
t./Js, ~ n
