<br />S""ENECA <br />`' Coal Company <br /> <br />Seneca Coal <br />R`r- <br />JAN ~ `~ 2006 <br />01V191C~ Ci MnB649 311 ~yeC1C9'~ <br />Colorado Department of Health <br />WQCD-PE-B2 <br />4300 Cherry Creek Drive South <br />Denver, CO 80246-1530 <br />January 17, 2006 <br />RE: Quarterly Discharge Monitoring Report for Permit CO-0000221 <br />Dear Sir or Madam: <br />Pursuant to the quarterly reporting requirements contained in Colorado <br />Discharge Permit CO-0000221 for the Seneca Mine Complex, enclosed find <br />the= fourth quarter 2005 discharge monitoring reports for Sites 002 to <br />005 and 008 to 017. In this quarter, no discharges occurred at Points <br />005, 009, 011, and 014.. Intermittent flows were observed at Points 013 <br />and 017. Construction of Pond 014 was completed in September 2001, no <br />discharge has occurred yet. <br />Vehicle access to Points 004, 005, 008, 009, 010, 015, 016 and 017 was <br />closed starting in November due to snow. Monthly visits were performed <br />by snowmobile or snowshoe. <br />La:at quarter, a chronic WET test failure occurred on samples collected <br />July 11 to 15 from outfall 008. The fathead minnow test failed. <br />Accelerated testing was to be performed. The discharge pipe at the <br />out:fall (which is a surface coal mine sediment pond) was replaced on <br />July 27 due to corrosion. <br />Due' to the low pond water level, and the fact that the replacement <br />culvert was located several feet above the water level at the time, no <br />dis>charge occurred in the third quarter after the culvert was replaced. <br />As a result, no accelerated WET tests were performed in the third <br />queirter at this site since there was no discharge. Discharge was first <br />noted at this site on October 12. An accelerated WET test with fathead <br />minnows (along with a routine Ceriodaphnia test) was started then. A <br />second accelerated test was started on October 24. Both accelerated <br />tes'.ts passed and the incident was closed. A letter dated November 3, <br />2005 was sent to Jeff Coombe of your Division in regards to this <br />matter. Due to weather conditions (i.e., mud and snow on the steep <br />jeep access road), the routine fathead minnow test was not able to be <br />performed after the second accelerated test. This site is <br />conditionally exempt from WET testing in this quarter (as stated on <br />page 14 of our CPDS permit). <br />Seneca Coal Company • P.O.
