The required fee of $217.00 forthe renewal of this substitute supply plan has been
submitted. The original supply plan was approved on February 18, 2004.
The anticipated consumptive use from the proposed operation for 2005 is 22.45 acre-feet
for up to 1.0 acre of water surface exposed after December 31, 1980. According to the information
submitted, no water surface was exposed within the reclamation permit boundary prior to January
1, 1981.
You have provided a monthly breakdown of the consumptive use for 2005. During this
period, the consumptive use is made up of 2.93 acre-feet of evaporative loss, 18.2 acre-feet of
water lost with the mined product (618,368 tons}, and 1.65 acre-feet used for dust suppression.
You have provided a lagged depletion analysis, based on these quantities, that results in a net
stream depletion of 16.44 acre-feet for 2005.
The proposed source of replacement water for this pit is water discharged from the pit
during dewatering operations that is in excess of depletions occurring from mining losses and the
lagged impacts of the dewatering operation itself. In the event that the lagged depletions from pit
dewatering and operational losses exceed the dewatering discharge from the pit, supplementary
water from Aggregate Industries' Combined South Platte River Plan will become a dedicated water
source. The long-term replacement requirement will be satisfied through partial dedication of a
perpetual lease of 294.79 acre-feet per year of fully consumable water from the City of
Westminster (1998 Lease). The monthly depletions and replacement requirements are found on
the attached table. The depletions and replacements from dewatering were calculated based on
an assumed dewatering rate of 500 gpm and were lagged to the stream using the glover method.
