. 2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND <br />RECLAMATION OPERATIONS: MINIMUM REOUIRENIENTS FOR LEGAL. <br />FINANCIAL COMPLIANCE AND RELATED INFORh~IAT'ION <br />2.03.1 Objective <br />The objective of this section is to insure that the Division receives all relevant information <br />regarding ownership and control of surface coal mining operations, the ownership antl <br />control of the property to be affected by those operations, the compliance status and history <br />of Colowyo, and other important information. <br />2.03.2 Responsibilities <br />Within the application, Colowyo has provided the Division with information for approval of <br />a coal mining and reclamation permit under the requirements of the Colorado regulations for <br />coal mining. As discussed throughout the course of the application, the format will parallel <br />the Colorado coal mining regulations. The application will focus on the requirements of Rule <br />2, specifcally Rule 2.04, Rule 2.05, and certain aspects of Rule 2.01, 2.02, 2.03, and Rule <br />2.06. Rule 4, Environmental Performance Standards, will be included to generally serve as a <br />cross reference to the main text of this report. <br />2.03.3 Format and Supplemental Information <br />Colowyo has endeavored to delineate information in this application as clearly and concisely <br />as possible, consistent with the scope of the various regulations involved. Special care has <br />been taken to support all information by technical references and other appropriate <br />authorities. Likewise, attention has been given during the development of this application to <br />document all conclusions with sound technical data. <br />The overburden, soils, water and coal were analyzed for chemical and physical properties by <br />several qualified laboratories. These companies are very familiar with analytical techniques <br />and standardized procedures for sampling of overburden, soils, water and coal. Furthermore, <br />the dates of collection and analysis work are included in the applicable sections. <br />Additionally, in those parts of this application where technical data is presented, the <br />personnel directly responsible for its collection and analysis are specifically identified, <br />together with the dates of collection and analysis, and methodologies used. <br />A tremendous effort by many technical personnel and professional <br /> <br />2.03-I Revision Date: 8/29/97 <br />Revision No.: TR-42 <br />
