Box 4362, <br />Pagosa Springs, CO 81147, for a Mining and Reclamation permit. The access road <br />proposed for this operation is the Snow Ranch Road, a Forest System Road across <br />San Juan National Forest land. National Forest regulations require that the use <br />of National Forest System roads be authorized by a Road Use permit and that a <br />damage bond be posted to ensure that the road is properly maintained by the <br />operator. <br />The Snow Ranch Road is not presently under permit and is not in adequate <br />condition for the proposed use. In addition, a permit cannot presently be <br />issued because certain portions of the road are not covered by deeded easements <br />from private landowners. The Pagosa Ranger District is working to acquire the <br />necessary easements as part of a proposed timber sale. <br />The proposed operator, Mr. Onis Carpenter, has been notified of this situation <br />and has been informed that a permit cannot be issued until these issues are <br />resolved. IF an MLRB permit is issued, it should reflect that no use of <br />National Forest System roads will be allowed without proper authorization. <br />Please contact Glenn Raby at this office if there are any questions. <br />Sincerely, <br />SAMUEL A.
