Other data necessary for a <br />complete report have been drafted so that a new <br />reclamation plan will be submitted in approximately <br />ten days. <br />The construction of the portal site was contracted <br />for and inadequate supervision of this site is <br />apparent. Capable "cat skinners" that were <br />contacted last week thought that it would be <br />nearly impossible, however, to have saved any <br />top soil from the steep slopes that were excavated. <br />A concerted effort will be made to acquire and <br />stockpile topsoil during the life of the mine. <br />3. The Blue Ribbon Mine has been in a state of <br />construction even until the present time and <br />two items of reclamation need to be taken <br />care of. <br />(a) Rip rap around culvert at Hubbard Creek is <br />just being completed. <br />(b) <br />Controlling sediment from the coal pile. A <br />plan for this control is shown on the accompany- <br />ing preliminary map. The permitted area of <br />the stockpile is 0.91 acres. Maximum 10 year <br />24 hour storm is 2.2 inches. It is proposed <br />that the Board grant approval to construct a <br />sediment pond immediately to prevent possible <br />sediment from reaching Hubbard Creek. This <br />~;~ <br />4' <br />
