Cox ~v ,~ <br />RE: Reduction in Monitoring, Western Slope Carbon, Hawk's Nest Mine <br />III IIIIIIillllll III <br />I have reviewed Western Slope Carbon's Annual Hydrologic Monitoring report and <br />monitoring reduction request. Given the temporary cessation of mining at the <br />Hawk's Nest Mine, a reduced monitoring of the effects of mining is justified. <br />However, prior to the resumption of any further underground mining at the <br />site, the company must resume full scale monitoring. The following monitoring <br />reductions may be made during cessation. <br />1. Mine inflow studies may be ceased during temporary cessation. However, <br />prior to resuming mining an inflow study should be conducted for all <br />accessible areas of the mine. <br />2. For springs located above the mine, measurements of spring flow rates <br />should continue on a monthly basis for the period from May through October. <br />The measurements of water quality may be discontinued permanently for these <br />springs above the mine. <br />Springs located below the mine should be monitored monthly for flow, pH, <br />electro-conductivity and temperature. <br />3. The monitoring of the slurry disposal area within the mine may be <br />discontinued during temporary cessation of mining. This monitoring should <br />resume prior to resumption of mining. <br />4. The monitoring of ground water quality of the Hotchkiss Disposal site <br />may be discontinued permanently. The natural ground water quality of the <br />Mancos Shale and the water quality from the Hotchkiss Dump are for poorer than <br />that potentially produced by the mine wastes. <br />5. Western Slope Carbon should continue submitting an annual hydrologic <br />report. This report should consist of a summary of data collected between <br />October 1 and September 30 (a water year) and submitted by January 1.
