M., Adams County <br />Water Division 1, Water District 2 and 4 <br />Approval Period: January 1, 2005 through December 31, 2006 <br />Dear Mr. Leaf: <br />We have received your letters of December 14, 2004 and August 22, 2005, requesting <br />renewal and amendment of the above referenced substitute water supply plan to cover depletions <br />caused by an existing gravel mining operation operated by Hall-Irwin. The required fee of <br />$217.00 for the renewal of this substitute water supply plan ("SWSP") has been submitted (receipt <br />no. 532970). The original supply plan was approved January 14, 2004. <br />Plan Operation <br />This plan seeks to replace depletions resulting from mining operations at the Bernhardt <br />pit. The depletions that result from the mining operation are evaporation, water lost in mined <br />product, concrete batching, dust suppression and dewatering. The proposed replacement <br />source is excess augmentation credits leased from the Town of Milliken. The leased water is <br />excess augmentation credits from Milliken's 2006 SWSP, filed under case no. 02CW339. That <br />plan is currently valid through December 31, 2006. <br />Depletions <br />An alluvial well has been constructed to provide water for concrete batching. This well <br />was constructed under permit no. 60729-F and is located outside the boundaries of the existing <br />slung wall. Total estimated annual consumptive use for the alluvial well is 24.55 acre-feet in <br />both 2005 and 2006. The water withdrawn from the alluvial well is considered 100% <br />consumptive. The depletions from the well were lagged to the stream system using a Glover <br />analysis and assuming the parameters specified in Table 1 below. <br />Ground water is exposed at the site in dewatering trenches and settling ponds. The <br />ground water exposed at this site during 2005 was 12.93 acres and the water exposed at the <br />site during 2006 is estimated to be 10.72 acres. The annual depletion due to evaporation from <br />the area exposed after December 31, 1980, is 37.26 acre-feet in 2005 and 30.89 acre-feet in <br />2006. <br />... <br />
