Dept. of Natural Resources <br />I have reviewed yo>~ request to the Mused Land Reclamation Division for <br />relocating the Eclcnazl Park cli-Vol to t}~e Main Mine site and 'nave determined <br />that this nDVe would not detract from your overall cronitoring efforts. <br />Tie Hudspeth rnmitoring site s:wuld supply adequate TSP background data <br />for Colorado Yar.>pa Coal Coc~any's mining activities. <br />The TSP monitoring requirements were initiated in the Office of Surface <br />Mining not in this Division. However, since TSP data is being collected <br />and could feasibly be useful in future state emissions permit applications, <br />I would like to suggest that the Division's rnnitoring requirements be <br />followed. The acceptance of these requirements would head-off possible <br />data validity arguneilts at the time of permit application. Enclosed <br />is a copy of the Iivision's Ambient Air Nbnitoring Requirements. In <br />sunn~azy, the quality assurance/reporting requirements are: <br />1. The 24 ho» values should be reported quarterly along with <br />the quarter's precision and accuracy information. This <br />information will be reviewed and cotments returned to you. <br />2. At year's end, we ask that an annual summary be submitted listing <br />the annual geometric means and the first and second raxumnns. <br />3. Accuracy audits should be conducted at least once a quarter <br />following the PSD requirements in 47 CFR 58, Appendix B. <br />4. Precision tests are to be run once every two weeks and reported <br />as stated in the PSD regulations, 40 CFR 53, Appendix B. <br />(hbving a iii-Vol to the Main Mine will give you two monitors <br />at the site for precision testing). <br />5. Logs should be kept for each site where equipment problems <br />and general conditions are recorded. We ask that a brief <br />explanation be submitted for each missed run day. <br />6.
