STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
October 1, 2003
~~
DIVISION O F
MINERALS
GEOLOGY
RECLAMATION
MINING•SAFETY
Bill Owens
Tug Martin Governor
Banks and Gesso Greg E. Walther
720 Kipling, SUlte 117 Executive Director
Lakewood, Colorado 80215 Ronald w. canany
Acting Division Director
Re: Ha/dorson Sand and Grave/ Mine, App/ication M-2003-037, Preliminary Bond Ca/cu/afions.
Dear Mr. Martin:
Please find attached a copy of the Division's second estimate for final reclamation costs for the above
referenced application. Based on our discussions, staff feels a worse case scenario would be the following:
1) Phase 1 is to remain open until the final phases of reclamation because overburden from Phase 3 is
needed to achieve the final elevation of the backfill. This is based on the stipulation that no mining
below a depth of 20 feet will occur prior to the submission of groundwater depth data and written
approval from the Division to mine deeper.
2) Phase 2 would probable be ready for final reclamation and
31 Phase 3 would be disturbed at least to the point of moving enough overburden to Phase 1 to achieve
the final proposed topography.
Based on this assumption staff set up the tasks to achieve the final elevation in Phase 1, re-soil all slopes
and pit floors, seed slopes with approved seed mix and establish a crop of alfalfa within the pit floors in
Phases 1,2 and 3. Also note, that because all overburden is committed to the backfill of Phase 1, the entire
site will have to be ripped to a depth of two feet prior to topsoil placement to ensure proper water and root
infiltration.
Statf wishes to make it clear that these calculations are based on the fact that some backfilling of Phase 1
will have occurred and Phase 2 would be close to the reclamation phase. Should the operator submit a
permit modification to allow for deeper mining than the 20 foot commitment or commence mining in Phase
3, a bond recalculation will be warranted.
If you need additional information, please contact me at the Division of Minerals and Geology, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no.
970.241.1117,
Sincerely,
.~ ~~ ~~~-
G.
