My first concern is the permit application failed to <br />mention the presence of a large population of sage grouse in <br />the mine site area. Also, the nine .site i located in a <br />prime winter range for elk and mule deer. Bindberry Gulch <br />is used as a game trail for big came animal movement to the <br />Gunnison River for wa*_er during cainter months when water <br />sources are frozen over and snocv i_s not available. This <br />would be a critical trail during winters with little <br />snowfall. <br />2.) The permit app)icati_on does not address the fact that <br />an asphalt plant is to be incorporated. in the mine operation <br />plans. Yet, all indications show that plans have been me.de <br />to move in an asphalt plant within one year after mining <br />operations begin. <br />3.) The permit application does not address concerns about <br />dust control due to the prevai]_ina wind patterns, which <br />follow 3indberry Gulch and empt~~ onto the community of <br />Gunnison.. <br />
