There
will not be any discharge from the site and a permit should not be
required, however, Ms. Johnson will need to make that determination.
I will make sure that during the operation of this borrow site, there
will not be more than three acres disturbed as a maximum at any given
time. The topsoil will most likely be stockpiled for more than 12
months and as a result I will plan on a temporary crop cover to be
recommended by the local Natural Resources Conservation Service.
I have acquired a $3,000.00 Certificate of Deposit with the First
National Bank of Alamosa to be used as the financial warranty for
this project. The supporting documentation and CD are enclosed with
this letter. Thank you for your assistance!
Sincerely,_ //~ />
Daniel M. Russell
enc.
