You indicated that DMG requires the source <br />of legal right of entry for the application to be considered complete and begin the <br />technical review. It was agreed that a letter from BLM providing the status of our review <br />of the application would be adequate to meet your requirement. <br />This office received a copy of the DMG permit application package from Upland Gravels <br />Inc in December 2005. The mining and reclamation plan included with the application <br />will be used to satisfy our requirements for plan submission. We have reviewed the <br />mining and reclamation plan, requested some additional information, and started <br />preparation of the environ?xter•tal assessment (EA). A_sales contract would be issued for <br />purchase of the gravel material, which will include stipulations from the EA. <br />For your information, the Upland Gravel Pit proposal was first discussed with Mr. <br />Rinderle in March 2004. Since that time, BLM has conducted scoping in order to <br />identify any major issues or conflicts. The major issue related to operation of the gravel <br />pit near the existing shooting range. This issue has since been resolved. No other <br />significant conflicts have been identified on BLM ]ands. Off-site impacts on private <br />lands are being addressed through the Mesa County conditional use permit process. The <br />County Planning Department has recommended approval of the gravel pit. <br />
