This review included <br />materials submitted in February and April I have a few questions about the application which must be answered <br />before the decision date. Though your application was well prepared, and explained most of the details of this <br />straightforward operation, responses to the following questions will help the Division estimate a bond amount more <br />closely. These questions are arranged in the order of the exhibit to which they pertain; please arrange your <br />responses similarly to facilitate their review and inclusion in the permit application. I have included citations from <br />the Construction Materials Rules for your reference in preparing your responses. <br />Exhibit B -Site Description (Rule 6.3.2) <br />You provided generalized soil information from the NRCS soil survey, but there is no specific information about <br />the actual depth of the topsoil existing at the site. Please state an average depth or range of depths of the existing <br />topsoil. <br />Exhibit C - Mining Plan (Rule 6.3.3) <br />Related to the preceding question, please state the depth of topsail to be stripped and salvaged for later use in <br />reclamation of the site. This figure may be a range of depths or minimum depth. <br />Please describe where topsoil will be stockpiled during mining of each phase. If stockpiled along permit <br />boundaries, please state how close to the boundaries, and what equipment will be used to replace it (while not <br />disturbing areas outside the boundaries in the process). <br />Please describe how much acreage or distance ahead of the excavation activity that topsoil will be stripped. <br />The plan stated that reclamation would occur concurrently with mining. Please state how much area will be <br />disturbed before reclamation activities begin. Your response may be in the form of a maximum amount of <br />disturbed acreage at any point in the life of the operation. <br />Do you plan to maintain the staging area, for processing and stockpiling, in the same area of the permit, even <br />though excavation will progress through the several phases? <br />You stated that the pit slopes during mining would be no steeper than 3:1. This is an ideal way to ensure their <br />stability between periods of mining, and to keep the earthwork portion of your reclamation costs low. Your bond <br />
