In doing so, ttie P~oard has ignored <br />regulations outlined in Mesa County Land Developrt~ent Code <br />dealing with adverse irt~pacts which will be crew{-ed by tFie <br />mining operation, and which by no method of proposed <br />containrt~ent of these adverse impacts, can 6e reduced to a <br />level of tolerance compatible to sui°rounding residents and <br />re=_idents within the immedia±e zone. <br />Of the rt~any enviorort~ental hazards that will be unavoidable, <br />is the undeniable threat that open pit mining in this <br />location cannot but add to ttie flood F~azar•d. <br />In tF~e past, Corn Construction was allowed to e;:cavate an <br />area up river from this proposed site, and as a result the <br />natural course of tl-.e Colorado River was altered forrt~i.rig a <br />new waterway which current now flows directly toward ttie <br />prcposed e;;cavation site. As well, since ttie river r_ourse <br />cF~ange, about forty feet of the new "ban4::" F~as been eaten <br />away. 7:n event of a flood, the proposed pit will act as a <br />draw for flood waters and concievably cause another river <br />course change, at tF~e e::pense of tF~e inundation of nurticr•ous <br />ad~jac:ent and surroi_~nding properties, upstream and <br />downstr•eart~. Code violations of stac4;piling which art~ounts <br />to obstructions in tF~e floodway e>:ist prsently upstreart~ <br />frort~ the propo~;ed site, and United Companies will cort~pound <br />this violation further as pertains to Flood Plain <br />regulations. <br />It seems apparent tF~at Mesa County administrators F~ave <br />ignored their own directives in the past, as well as now, <br />For minirt~a7. gratuity, to wit, about 1/4 mile bicycle path <br />,- to be granted {-tie River Fr•nnt Project, and it is rtiy trope <br />that thr= State of Colorado will be more objective in ttie~ir <br />consideration of this proposed project. <br />Respectfully submitt <br />_.a / <br />P•.
