The problems have been separated into <br />two categories; Adequacy Issues and Stipulation Issues. Adequacy Issues must <br />be resolved prior to .permit issuance. Stipulation Issues can be resolved_ <br />following permit tssu~ce, tf necessary. All deficiencies which could <br />preclude a proposed alproval decision have been identified. Certain <br />additional issues notatddressed in this letter may be handled through <br />stipulations attached to the proposed decision. <br />It is the 01 vision's tstentton to issue a proposed decision on the Grassy Gap <br />application by April 1, 1984.
