Box 1425 <br />Durango, Colorado 81301 <br />Re: Blue Flame Coal Company, Inc. -File No. C-053-81 <br />Dear Mr. Lobato: <br />The Division has received your permit application as required under Cessation <br />Order No. C-84-002. Your application has been found incomplete in many <br />respects including Section 2.03.2 (a copy of the proposed newspaper <br />advertisement), all of Section 2.04 (the environmental baseline information) <br />Section 2.05.2 (Operation Plan: Estimated Area for Life of Operation), and <br />all of Section 2.05.3 (Operation Plans) with the exception of Section <br />2.05.3(4) which has been included. Several portions of Section 2.05.3 <br />(Reclamation Plan) are also missing, including Sections 2.05.3, <br />2.05.3(1) - (10). Also missing are, Sections: 2.05.4(2)(f) (Disposal of <br />Debris, Acid-Forming and Toxic-Forming Materials); 2.05.4(2)(8) (Sealing or <br />Managing Mine Openings, Exploration Holes); and, 2.05.5 (Post-mining Land <br />Uses). All items under 2.05.6 (Mitigation of the Impacts of Mining <br />Operations) are lacking, as are Sections 2.06 (Special Categories of Mining) <br />and 2.06.8 (Alluvial Valley Floors). The maps which are associated with the <br />above missing sections are also required. <br />It is my understanding from our recent telephone conversation, that you will <br />be providing us with additional information at our meeting at the mine site on <br />June 28, 1984.
