Since the mining is proposed for new areas of coal pursuant to
30 CFR 741.11(a)(2), the submission to modify the mine plan must comply with
the Permanent Regulatory Program. In order [o minimize future changes in [he
plan, St would be desirable for your submission to be comprehensive and [o
incorporate those existing facil.i[les that will remain in use. Please also
ensure that the submission addresses ventilation for all of rile mine and any
surface disturbance. An assessment of the potential for subsidence to affect
renewable resource lands will also be important.
Thank you for the advance notice.
Sincerely,
DONALD A.
