Dept. of Natural Resources <br />Seneca Coals, Ltd. hereby submits five (5) complete copies of the mining and recla- <br />mation permit application for our proposed Seneca II-W Mine to the Colorado Mined <br />Land Reclamation Division and seven (7) complete copies to the Office of Surface <br />Mining. This application is submitted in conformance with the Colorado Surface <br />Coal Mining Reclamation Act -Article 33, 34-33-101 et. sew. and the Rules and <br />Regulations promulgated therewith, and Section 502 of the Surface Mining Control <br />and Reclamation Act of 1977 (P.L. 95-87) and associated Rules and Regulations. <br />This application seeks a five year mining and reclamation permit (1983-1988) but also <br />contains all information required for life-of-mine operation (1983-1999). <br />Coal from this proposed mine, as with our existing Seneca II Mine, will be tran- <br />sported to the Colorado Ute Electric Association Hayden Station Power Plant by <br />private hauler. <br />The total permit area being applied for contains 1458.2 acres. The surface above the <br />coal is all privately owned. The coal is federally owned and subleased to Seneca <br />Coals, Ltd. Portions of Federal Lease Nos. C-081251 and C-081258 are proposed for <br />mining in this application. <br />Attached to this letter is the original application form and the required $2,500.00 <br />application fee. <br />It has been mutually agreed, in conversations between Mr. Ed Bischoff (CMLR) and <br />Mr. Thomas Wainwright (Seneca Coals), that due to Division workload, the 10-day <br />completeness review period would start on November 29, 1982. <br />
