Dear Mr. 4Ja11 um:
On February 6, 1980 Northern Coal Company notified the Permit
Section that it had encountered excessive mine ~~~aters at its
Northern No. 1 Mine. Since that time Northern Coal Company
has been preparing data fora determination of how to manage
the excessive mine waters. Northern Coal will be submitting
soon a permit modification request for periodic discharge of
treated waters from its settling pond at the Northern No. 1
Mine.
In recent weeks an additional problem has arisen. Surface
preparation of the Colorado Mined Land Reclamation permitted
area has exposed a spring which has reached a flow of as much
as 30 gallons per minute. Northern Coal's testing of the
spring water indicates that the water is of potable quality.
(See attached water quality analysis). Northern Coal plans to
divert and store this water in the future, but it will take
approximately ten weeks to engineer and permit the diversion
and storage.
If the spring flow continues, it will cause the settling pond
to reach capacity. Northern Coal, therefore, requests authoriz-
ation for emergency bypass of these spring waters. It will be
necessary to empty the settling pond approximately once a week
until the spring water storage facility is constructed.
Northern Coal is also preparing plans for expansion of the .
