Storm King mines (S KM) proposes to develop the mine in <br />two phases: 1) Phase A, which would include construction of the rock <br />tunnel, Mine access road, initial surface facilities as shown on <br />Figure 42-7A, which are primarily portable, and development of a test <br />mine to evaluate hydraulic mining; and 2) Phase B, which would include <br />construction of the permanent surface facilities and loadout facilities <br />including the coal processing waste embankment. <br />Presently, SKM proposes to only permit Phase A.
