Shelton <br />Director <br />August 31, 1982 <br />2t~: Jim Herron and Brian Munson <br />FROM: Jerry Zimpfer ~-~ <br />RE: Powderhorn Coal Company, Alluvial Valley Floor Investigations <br />and other Surface Water Topics <br />I have reviewed Powderhorn Coal Company's August 11, 1982 response to the <br />draft decision document which included three alluvial valley floor investi- <br />gations. The information provided is sufficient to complete the required <br />alluvial valley floor determination for the several areas involved. However, <br />additional information is necessary to complete the findings for some areas. <br />A brief summary of my assessment on a site specific basis is provided below. <br />Unit Train Loadout Site <br />Much of this area has been identified as unconsolidated stream laid deposits. <br />The area has been historically flood irrigated and a portion is subirrigated. <br />The essential hydrologic functions of this alluvial valley floor have been <br />identified as the ability to support both flood irrigation and subirrigation. <br />No information has been provided concerning the significant of the affected AVF <br />to farming. However, the loadout is in existence, and the operator has claimed <br />eligiblity for the "grandfather" exemption. This can be easily confirmed. <br />Assuming that the operation is eligible for the "grandfather" exemption, it <br />will not be necessary to make the findings contained in Rule 2.06.8(5)(a). <br />It will, however, be necessary to make a finding concerning the restoration of <br />essential hydrologic functions following the cessation of operations. A general <br />plan for this restoration is provided in the report. If more detail is required <br />it could be stipulated. <br />Cottonwood Creek <br />The Cottonwood Creek valley did not meet the geomorphic characteristics necessary <br />for a valley to be an AVF. <br />Rapid Creek <br />Valley fill deposits located in Rapid Creek have been interpreted as a mudflow <br />fan deposit which has been modified and reworked by Rapid Creek leaving three <br />terrace levels. Both the T2 and T3 terraces are irrigated or have been irrigated <br />
