Shelton <br />Director <br />October 16, 1980 <br />T0: Marion Dodson/Pau~ <br />FROM: Jim Pendleton <br />SUBJECT: Grand Mesa Co s Supp mental Information Regarding Refuse <br />Disposal St ilit <br />Pursuant to your request I have completed a review of the information <br />submitted by Grand Mesa Coal Company regarding the stability of the <br />refuse disposal pile at the Red Canyon Mine. The stability analysis <br />appears to have been properly prepared and is essentially complete. <br />One inadequacy continues to exist. The applicant has yet to complete <br />the installation of piezometers within the refuse disposal area. The <br />applicant should be instructed to complete that installation without <br />delay in order to determine whether or not that refuse placed within <br />the old strip pit is in contact with ground water. The stability <br />analysis included within the materials submitted does, however, asslune <br />a relatively high potentcial ground water table. I am confident that <br />the stability analysis is, therefore, representative of a worst case <br />possibility. <br />mab <br />
